Franklin Leon Horinek, 91, of Arkansas City, passed away on Sunday, December 7, 2025, at Presbyterian Manor in Arkansas City, Kansas. Born in Newkirk, Oklahoma, Frank was a proud Newkirk High School athlete - playing football and earning the title of state champion in pole vaulting. He continued his football career at Northern Oklahoma Junior College.

Frank married Phyllis McKinney in 1955 and together they had three children. He later married Betty Springer Horinek and they enjoyed 40 years together, making memories in their fifth wheel at the lake and during winters in Texas.

Frank worked 26 years for Rodeo Meats before joining USD 470 as a Heating, Ventilating, and Air Conditioning Engineer. After EPA regulatory changes in 1988, he became the asbestos inspector for all Arkansas City schools.

Known to many as "Mr. Fix It," Frank was always willing to lend a hand, share his knowledge, and help others - often repairing things for people over the phone.

Frank is survived by Lea Ann Hartman (JD), San Diego, Diane Jackson (Tom), Arkansas City, David Horinek (Kaye), New Hampshire, six grandchildren, and five great-grandchildren.

Frank is preceded in death by his wife Betty, his parents, and four siblings.

His laugh, kindness, and spirit will remain with us always.

Family services will be held at a later date. Arrangements are under the care of Miller-Stahl Funeral Home.
